In November 2020, the QAINT Project published three reports on the monitoring activities of its consortium partner ORCA in the second year of its implementation:

  1.Transparency and Accountability in Kosovo Public Universities – Finance Management

Public funds represent the main financial resource of public universities and it is necessary that these institutions are transparent and accountable about the ways they manage these funds. Therefore, ORCA has maintained its research activities and analysis of expenditures in public universities, with a special emphasis on those related to the staff in managing positions.

 2.Transparency and Accountability in Kosovo Public Universities – Public (Non-)Information 2

Formal transparency is the first step towards achieving full-fledged transparency and accountability of public institutions which are funded entirely from the state budget.
As part of this research, ORCA monitored 7 public universities for the documents and information they make available for the public on their websites  (a total of  27 documents and information that were specified as the minimum standard to ensure transparency of these institutions’ operation).

3.NARIC Kosova Monitoring Report 2

The problems that have hindered the process of the recognition of diplomas obtained outside
the country have been a topic of an ongoing debate and the reason for ORCA to maintain its monitoring of the National Academic Recognition and Information Center (NARIC) Kosova, specifically of the meetings of the State Council for Recognition (SCR) within this center. This report is the result of the monitoring conducted at SCR between January 2020 and October 2020

In the framework of continuous collaboration between the Quality, Accountability, Integrity, and Transparency (QAINT) project and public universities in Kosovo to address the needs at the institutional level toward developing and implementing advanced academic procedures and practices, as defined by the new legislation and regulations, today was held the first part of the three-day workshop titled: A Discussion on Suspicious-Predatory Journals and Disputable Conferences, with the academic staff of the University Haxhi Zeka in Peja. The workshop aims to provide a clear summary of dubious journals and disputable conferences, with tips and suggestions for young academics on how they can avoid them. During the discussion, the participants raised some issues that will be discussed in the forthcoming meetings and / or will serve as a guide to explore other ways of collaboration between higher education institutions in Kosovo and the QAINT project.

The QAINT project is funded by the Austrian Development Agency (ADA), with the contribution of the Ministry of Education, Science, Technology, and Innovation (MESTI) and is implemented by the KEC, ORCA and ZSI consortium.

As part of the Quality, Accountability, Integrity and Transparency in Higher Education (QAINT) project, a workshop was held jointly with representatives from the Ministry of Education, Science, and Technology (MEST), public universities, and the QAINT project consortium to co-design the research-based teaching grant scheme. The QAINT project is funded by the Austrian Development Agency (ADA) with a contribution of MEST. The grant scheme for research-based teaching will be funded and administered by MEST. The grant scheme is intended to enhance the research-based teaching capacity of young academic staff (assistants and/or post-docs).

The Organization for Improvement of the Quality of Education – ORCA, as part of the QAINT project consortium, has designed a grant scheme for student organizations and informal student groups, intended to energize student activism to improve transparency, accountability, and academic integrity at the public higher education institutions in Kosovo. This grant scheme will support projects whose direct beneficiaries will be public university students, academic staff, colleges, departments, centers or institutes.

The call for the first round of applications, which was announced by ORCA on August 13, 2019 and remained open through September 13, 2019, attracted a lot of interest, especially on the part of informal student groups. ORCA has received many interesting project proposals that will be reviewed in detail in compliance with the criteria stated in the call for applications to select the most successful candidates.

On July 12, 2019, representatives of the QAINT project consortium hosted a formal reception on the occasion of the official launch of the project with representatives of the Austrian Development Agency (ADA), Austrian Embassy, Ministry of Education, Science, and Technology (MEST), Kosovo Accreditation Agency (KAA), partner organizations, colleagues, friends, and other dignitaries who, in one way or another, are vested in a quality and transparent higher education to ensure a better future for our youth and our country.

In this ceremony, a video presentation briefly highlighted the main aspects and objectives of the QAINT project. In addition, key-note speeches were delivered by the Minister of Education, Science, and Technology, Mr. Shyqiri Bytyqi and the Ambassador of the Republic of Austria, H.E. Mr. Gernot Pfandler, who stressed the great contribution of the Austrian Government for the higher education in Kosovo over the past twenty years, as well the need for further joint institutional and social engagement toward a higher education system that will be fully aligned with international standards.

The QAINT Project consortium (KEC-ORCA-ZSI) met with the proposed members of the QAINT Project Steering Board on June 25, 2019. At the meeting, it was unanimously agreed that the Project Steering Board will exercise its advisory role within the QAINT project in the following composition:

  • ADA: Dr. Gunther Zimmer, Counsellor & Head of Country Office
  • KAA: Dr. Vjollca Krasniqi (member of the State Council of Quality)
  • MEST: Fadile Dyla (Director of the Department for European Integration, Policy Coordination, and Legal Affairs)
  • UP: Dr. Dashamir Bërxulli (Vice-Rector for International Relations)

 

In addition, the PSB will facilitate the successful implementation of project activities by providing advice and suggestions based on the current policies and the institutional environment on actions that have been completed or are yet to take place as part of the QAINT project. The PSB will hold regular meetings at least twice a year for the duration of the project.
